I did check optiplex gx520 sm bus controller power supply unit and did find that 2 of the caps are gone! I have the same problem with the orange light, the computers works good for a few minutes and after like 20 min it turns off with the orange light….
Yesterday, I tried turning it off and on several times, turning the surge protector off and optplex, and nothing.
When I unplug it, the computer starts just fine. It also turned out to be the damaged usb port as mentioned by numerous others.

For anyone else who is having similar issues, I have an Optiplex GX slim tower. I went thru lots of headache optiplex gx520 sm bus controller to get my Dimension desktop fixed.
